How Council Tax bands work

Every domestic property is placed into a valuation band based on its value on a fixed historic date, not its current market value. Band D is the reference point: lower bands pay a fixed fraction of the Band D rate, higher bands pay more.

Wales has a ninth band

Unlike England and Scotland, Wales has an additional Council Tax Band I, for the highest-value properties, charged at 21/9 (more than double) of the Band D rate. This reflects Wales's own 2003 property revaluation, which England has not repeated since 1991 and Scotland has not repeated since 1991 either.
